摘要
数字技术在促进社会经济快速发展的同时也带来了诸多问题,尤其是很多弱势群体在获取数字资源和掌握数字技术过程中,被排斥在数字环境之外,引发了数字时代的数字鸿沟问题。土著人作为澳大利亚的少数族裔群体,他们中大多数人在数字接入、可负担力和数字能力三个维度存在严重的数字鸿沟。澳大利亚以数字包容为理念,将提高土著人数字技能作为弥合其数字鸿沟的重要抓手,旨在解决因数字鸿沟导致的土著人教育不公平、数字经济参与深度不够、被数字排斥等现实问题。在具体实施路径上,澳大利亚构建了连贯土著人生命周期的数字技能教育体系,即注重学校课程教育,提高土著中小学生的数字素养;发挥职业教育的基础性作用,培育土著数字技术技能人才;以社区为主导,为土著老年人提供日常生活需要的基础性数字技能。
Digital technology has brought about plenty of problems while inducing new forms of business operation and presenting new job opportunities.Particularly,a great many disadvantaged groups are rejected from the digital environment in their process of obtaining digital resources and mastering digital technology,resulting in the problem of digital divide in this digital era.Aboriginal and Torres Strait Islander people,as the minority group in Australia,are troubled by digital divide in the dimensions of digital access,affordability and digital ability.Based on the concept of digital inclusion,Australia takes improving the digital skills of indigenous people as an important way to bridge the digital divide,aiming to solve the practical problems caused by the digital divide,such as the unequal education of indigenous people,insufficient participation in the digital economy and digital exclusion.In terms of the specific implementation path,Australia has built a digital skills education system that is consistent with the life cycle of indigenous people,that is,focusing on school curriculum education to improve the digital literacy of primary and secondary indigenous students.giving full play to the basic role of vocational education to cultivate indigenous digital technology skills;community-led efforts to provide indigenous older persons with the fundamental digital skills they need for daily life.
