“十三五”时期天津市医疗人才“组团式”援疆工作的实践与思考

Practice and Thinking of“Group Type”Work of Tianjin Medical Talents during the 13th Five-Year Plan Period

“十三五”时期是全面建成小康社会、实现第一个百年奋斗目标的决胜阶段,也是打赢脱贫攻坚战的决胜阶段。天津市积极推动部门协作,确保贫困精准识别,引导优质资源下沉,扎实开展健康扶贫工作。天津市作为“组团式”支援南疆四地(州)的7个省、市之一,选派“组团式”援疆医疗队和援疆干部共同承担援助和田地区人民医院的工作。援疆医疗队采取以院包科、导师带徒、“造血”和“输血”并重、医教研并进等帮扶措施,推动该地区医院医疗水平和学科发展进入新的阶段。医疗人才“组团式”援疆工作取得阶段性进展,带动了该地区医院整体实力的提升,提高了医护人员水平,并切实惠及民生。在研究分析的基础上,对做好下一阶段工作提出统筹资源、人才培养、加强保障等对策和建议。

The 13th five-year plan period will be a decisive stage for completing the Xiaokang in all respects and achieving the first centenary goal.It will also be a decisive stage for winning the poverty alleviation war.Tianjin high-level promotion of depart-ment cooperation,promote accurate identification,guide high-quality resources sink,carry out a solid work of health and poverty alleviation.As one of the seven provinces and cities supporting the four prefectures in southem Wada,the city of Tianjin has selected a“Group-style”medical team to assist Xinjiang and jointly undertake the work of assisting the People's Hospital in Xinjiang with Xinjiang cadres.The Xinjang medical team carried out support measures such as paying equal attention to the department of medi-cal care,tutors and students,“Blood-making”and“Blood transfusion”,and advancing medical,teaching and research,it will bring the medical level and subject development of the hospitals in this area toa new stage.The“Team-like”aid work of medical talents has made phased progress,which has promoted the development of the whole strength of hospitals in the region,improved the level of medical personnel,and benefited the people's livelibood.On the basis of the research and analysis,the paper pults forward some countermeasures and sugestions for doing the next stage work well,such as overall planning of resources,trnining of talents,strengthening of secunity.
