上海市J区长期护理保险评估环节监管存在的问题及对策探讨

Problems and Countermeasures on the Supervision of Long-term Care Insurance Assessment in J District of Shanghai

采用文献归纳分析、关键知情人访谈、横断面调查方法,梳理现阶段上海市J区长期护理保险评估环节监管现状及问题。结果发现,J区长期护理保险评估环节的监管已取得良好成效,但在评估环节仍存在监督主体不明确、集体评审缺乏统一标准等问题。建议J区在评估监管中完善制度设计,统一集体评审流程和规范,并将多种服务监管模式制度化、规范化。

Using literature induction analysis,key informant interviews,and cross-sectional survey methods,we sorted out the current situation and problems in the supervision of long-term care insurance assessment process in J district of Shanghai at the present stage.The results showed that the supervision of long-term care insurance assessment in district J has achieved good results,but there were still problems such as unclear supervision subjects and lack of uniform standards for collective assessment process.It was recommended that District J improve the system design in assessment supervision process,unify the collective evaluation pro⁃cess and norms.Moreover,a variety of service regulation models should be institutionalized and standardized.
