甘肃“强县域”行动对策研究

Study on the Action Countermeasure of“Strong County”in Gansu Province

文章分析了甘肃省“强县域”的发展基础和存在问题,根据县域经济理论,就甘肃如何“强县域”,提出了区域协同发展、分批次有时序建设县城中心镇示范村、探索五种类型的县域发展模式、工业化的思维主导县域发展、“七权”同确先富民、建立强县域的投融资机制、引导“乡贤返乡”、成立县域经济集团公司等对策建议,推动县域经济高质量发展。

This paper analyzes the development basis and existing problems of Gansu Province’s“strong county region”.According to the theory of county economy,the paper discusses how Gansu Province can“strong county re⁃gion”.Some countermeasures and suggestions were put forward,such as regional coordinated development,building model villages in central towns of counties in batches and time series,exploring five types of county development modes,leading county development with industrialized thinking,ensuring the“seven rights”to enrich the people first,establishing strong investment and financing mechanism of counties,guiding“rural talents to return to their hometowns”,and establishing county economic group companies,so as to promote the high-quality development of county economy.
