城市知识产权保护政策工具挖掘及量化评价

An Exploration and Quantitative Evaluation of the Policy Tools for Urban Intellectual PropertyProtection

科学评价知识产权保护政策,对于推动经济高质量发展,提高我国经济竞争力具有重要意义。本文以2022年国家知识产权强市建设示范城市中省会城市近年发布的知识产权保护政策为研究对象,运用文本分析法研究政策工具使用情况,基于文本挖掘结果建立PMC指数模型进行分析评价。结果显示,供给型、环境型、需求型政策工具分别占35.86%、24.24%、39.9%,我国多数省会城市政策PMC指数仍有较大进步空间。此外政策得分情况主要受政策保障、政策监督、政策协作、政策支持、政策落实等变量的影响,建议政策在制订时增加环境型政策工具的使用,同时重视各主体参与。

Scientific evaluation of intellectual property protection policies is of great significance for promoting high-quality economic development and improving China's economic competitiveness.This paper focuses on the policies for the intellectual property protection issued by the provincial capitals in recent years among those that were designated to be built into strong national demonstration cities in intellectual property rights in 2022.It uses the text analysis method to study the use of policy tools,and establishes a Policy Modeling Consistency(PMC)index model to make an analysis and evaluation based on the results of text exploration.The results show that supply-oriented,environment-oriented and demand-oriented policy tools account for 35.86%,24.24%,and 39.9%,respectively,and the policy PMC index of most provincial capitals in China has great potential for improvement.In addition,the policy score is mainly influenced by such variables as policy guarantee,policy supervision,policy collaboration,policy support and policy implementation.It is recommended to increase the use of environment-oriented policy tools in policy formulation while emphasizing the participation of various players.
