新疆和田地区洛浦县节水存在问题及节水潜力分析

Analysis of Water Saving Problems and Potential in Luopu County of XinjiangHotan Prefecture

分析了洛浦县现状年(2020年)用水总量指标、农业、工业、生活用水水平,找出了现状节水中存在农业用水比重过大、灌区水利工程配套不完善、流域用水管理水平较为落后的主要问题。从生活、工业、农业3个方面分析了洛浦县节水潜力,即通过节水器具普及和降低管网漏损率等方式,实现生活节水;提高工业用水重复利用率,2030年综合万元增加值工业用水定额要分别降至40 m^(3)/10^(4)元;实施退地减水、发展高效节水、加大灌区续建配套与节水改造力度、科学管理与精准灌溉相结合。

This paper analyzes the total water consumption index,agricultural,industrial and domestic water consumption levels of Luopu County in the current year(2020),and finds out the main problems existing in the current water-saving,such as the excessive proportion of agricultural water consumption,the imperfect water conservancy projects in the irrigation area,and the backward water management level in the basin.The watersaving potential of Luopu County was analyzed from three aspects:life,industry,and agriculture.Firstly,domestic water conservation can be achieved through the popularization of water-saving appliances and the reduction of pipeline leakage rates.Secondly,it can improve the reuse rate of industrial water,and the industrial water quota with a comprehensive added value of 10000 yuan in 2030 should be reduced to 40m^(3)/10^(4)yuan respectively.Thirdly,it can implement land withdrawal and water reduction,develop efficient water-saving measures,increase the construction of supporting facilities and water-saving renovation efforts in irrigation areas,and combine scientific management with precision irrigation.
