模糊化与清晰化交错运用:内地坚持“九二共识”之基本方式

The Crisscross Use of Fuzziness and Clarity:The Basic Ways of Mainland's Adhering to the 1992 Consensus

“九二共识”达成30余年来,海峡两岸在共同政治基础上进行了著名的新加坡“汪辜会谈”,进而实现了两党与两岸领导人会面的历史性突破。从1992年以来两岸的互动与博弈过程看,可以发现内地在“九二共识”内涵清晰化与模糊化问题上一直存在着交错运用方式,这一现象的产生与中国台湾政党轮替密切相关。内地与民进党在“九二共识”问题上的冲突,本质上是分裂与反分裂的斗争。“九二共识”内涵清晰化与模糊化的交错运用,是内地对台政策中原则坚定性和策略灵活性相结合的典型范例。研究与揭示这一现象的形成与运用,对于维护内地与中国台湾同属一个中国的政治基础、丰富两岸谈判模式、推进祖国统一进程具有重要意义。随着时间的推移与台海形势的发展变化,内地对于“九二共识”内涵清晰化与模糊化的交错运用方式会延续还是终结,是本文最后要探讨的重要问题。

Since"the 1992 Consensus"was reached more than 30 years ago and the famous"Wang-Ku Talks"have been held in Singapore on the common political basis,realizing a historic breakthrough for the leaders'meeting of the two sides of the Taiwan Strait.From the interaction and game process between the two sides of the Taiwan Straits since 1992,it can be found that the mainland has always used"the 1992 Consensus"in a crisscross way in terms of clarity and fuzziness.This phenomenon is closely related to the rotation of political parties in Taiwan.The conflict between the mainland and the Democratic Progressive Party on"the 1992 Consensus"is essentially a struggle between splitting and anti splitting.The crisscross application of the clarity and fuzziness of"the 1992 Consensus"is a typical example of combining the firmness of principles with the flexibility of strategies.Studying and revealing the formation and application of this phenomenon is of great significance for maintaining the political foundation of China's mainland and Taiwan region belonging to one and the same China,enriching cross-Strait negotiation models,and promoting the process of national reunification.With the passage of time and the development and changes of the situation in the Taiwan Strait,whether the crisscross use of the clear and vague connotation of"the 1992 Consensus"in the mainland will continue or end is also an important issue to be discussed in this paper.
