基于居民体育健身需求的名城老旧住区更新对策研究——以苏州市姑苏区为例

A Research on the Renewal Countermeasures for Old Residential Areas in Historical Famous Cities Based on Residents'Demand for Physical Fitness:Taking Gusu District,Suzhou City as an Example

2021年国家“十四五”规划纲要明确提出基本公共服务均等化以及健康中国、体育强国的发展目标。随后发布的《全民健身基本公共服务标准(2021年版)》等一系列政策标准致力于为国民提供更好的健身环境,不断推动体育健身事业发展。城市各层级体育运动设施的配置和完善是健全城市基本公共服务体系的要求,也是当前城市更新的重要任务。然而,城市老旧住区,特别是坚守严格保护要求的历史文化名城的老旧住区,面临着设施更新改造和历史文化保护的双重挑战。以历史文化名城苏州市的姑苏区为例,通过调查研究城市居民的健身需求,从供需匹配的角度分析老旧住区在体育健身设施配置方面的问题,提出完善设施配建的三大更新策略,主要包括:明确传递历史文化名城保护的规划要求,构建完善名城老旧住区设施配建的更新导则;因地制宜再利用不同类型的存量空间,通过精准化的供需匹配,更新完善健身设施配建;协同治理,创新设施配建更新模式。

The regeneration of brownfield is the main mode as well as challenge to the transformation and development of large cities under the new path of urbanization.The configurational allocation and improvement of sports facilities at all levels of city is the requirement of perfecting the basic public service system of the city,as well as an important task for urban renewal.The outline of the 14th Five-Year Plan for 2021 has defined the goal of equal access to basic public services of everybody and making China a healthy and strong country with sports power.Subsequently,policies and standards such as the Basic Public Service Standards for National Fitness were released,committed to providing a better fitness environment for the people and constantly promoting the development of the fitness industry.However,the old residential areas in the city,especially in those historical and cultural cities,where development must be adhered to the strict protection requirements,have encountered many problems in the environmental reality to meet the needs of residents for fitness.Therefore,this paper takes the historical Gusu District of Suzhou City as an example,fully investigates and studies the fitness needs of urban residents,carries out a comprehensive study and finally identifies the following renewal countermeasures for the old residential areas:the construction of updating guidelines based on the old residential areas in the city,the adaptation to local reuse and precise configuration for different space types,and the innovation of the facility allocation model.
