俄美军控谈判背景、现状与前景

Background,Present Situation and Prospect on Arms Control Negotiations for Russia and the United States

冷战结束后,作为两个核大国,俄美承担着特殊责任。俄美根据自身的利益需要以及国际安全形势的变化,大力推进削减战略武器,签订军控条约。近年来美国相继退出《反导条约》《中导条约》《开放天空条约》,军控体系遭到严重破坏。《新削减战略武器条约》成了俄美之间唯一有效的主要军控条约。此前,随着这一条约到期的日期逼近,俄方曾经多次提出续约,但特朗普前政府消极应对。俄美需要努力推动双方军控领域对话重回稳定轨道,在巩固国家安全和全球战略稳定方面,取得新的成果。

After the end of the Cold War,Russia and the United States,as two nuclear powers,bear special responsibilities.In light of their own interests and needs as well as changes in the international security situation,Russia and the United States have vigorously promoted the reduction of strategic arms and signed arms control treaties.In recent years,the United States has withdrawn from The Anti-Missile Treaty,The Intermediate-Range Nuclear Forces Treaty and The Open Skies Treaty,which undermines the arms control system.New START Treaty had become the only major arms control treaty in force between Russia and the United States.As the expiration date of the treaty approaches,Russia repeatedly proposed renewing it,but the former Trump administration was passive in responding.Russia and the United States still need to make eff orts to work hard to bring their arms control dialogue back to a stable track and make new achievements in consolidating national security and global strategic stability.
