抗战爆发前舆论界对日本海外移民问题的关注--以《东方杂志》为中心的考察

Public Opinion’s Attention to Japan’s Overseas Emigrants before the Outbreak of the War of Resistance Against Japan--A Investigation on Oriental Magazine

1927年,日本田中内阁对海外移民政策进行调整,特别是1929年设立拓务省之后,以《东方杂志》为代表的我国舆论界愈加关注日本海外移民新动向,并在批驳日本政界鼓吹的“人口过剩说”谬论的同时,研判出日本为摆脱当前海外移民困境必将“专以侵略满蒙为唯一识志”。在“九一八”事变前《东方杂志》就已呼吁国人须对日本侵略野心保持高度警惕,并提出加快内地向东三省移民,善待韩侨并欢迎其入籍中国等措施以应对危机。

In 1927,the Japanese Tanaka Cabinet adjusted the overseas emigrant policy.Especially after the establishment of the Development Ministry in 1929,Chinese public opinion circles represented by Oriental Magazine paid more attention to the new trend of Japanese overseas emigrants,and criticized the fallacy of“overpopulation theory”advocated by Japanese politicians.At the same time,they conclud that Japan will“take the invasion of Manchu and Mongolia as the only idea”for getting rid of the current plight of overseas emigrants.Before September 18th Incident,Oriental Magazine had called on the Chinese people to stay on high alert against Japan’s aggressive ambition,and proposed measures to deal with the crisis,such as speeding up immigration from the mainland to the three Eastern provinces,treating Korean nationals well and welcoming their naturalization in China.
