推拉理论视域下南疆四地州“内地籍”教师留任困境及治理路径 被引量:1

The Difficulty and Governance Approach of Inland Teacher's Remaining Posts in South Xinjiang under the Perspective of Push-and-Pull Theory

摘要 “内地籍”教师是南疆四地州(喀什地区、和田地区、阿克苏地区及克孜勒苏柯尔克孜自治州)高素质教师队伍的重要组成部分,这一群体留任并扎根南疆四地州是推动南疆教育高质量发展的重要保障。然而由于多种因素影响,“内地籍”教师流失现象较为普遍。推拉理论对分析“内地籍”教师留任具有一定的适切性。推拉理论视域下,“内地籍”教师留任困境在于南疆四地州政策拉力弱化、“反向”推力增强、中间阻碍因素复杂且多元、个人价值判断偏失。要促进“内地籍”教师留任南疆四地州,就必须在增强南疆四地州原有政策拉力基础上进一步丰富南疆四地州拉力源;减缓南疆四地州的各种推力;消除中间阻碍因素;重塑“内地籍”教师个人价值信念。 Teachers from inland China are an important part of the high-quality teachers in the four prefectures of southern Xinjiang(Kashgar,Hotan,Aksu and Kizilsu Kirgiz Autonomous Prefecture).This group's remaining their posts and stay in the four prefectures of southern Xinjiang is an important guarantee to promote the high-quality development of education in southern Xinjiang.However,due to a variety of factors,the brain drain of inland teachers is comparatively common in the region.This paper applies push-and-pull theory to analyze the issue and it is found that,the difficulties lie in the weakened“pulling”local policies in the southern Xinjiang area,stronger“reversing”pushing force,diversified intermediate hindering factors and biased personal value judgment.In order to promote the“inland”teachers to stay in the four prefectures of southern Xinjiang,it is necessary to further enhance the pulling forces on the basis of strengthening the original pulling policies in southern Xinjiang;reduce the pushing forces of the four prefectures of southern Xinjiang;eliminate the intermediate obstacles;and reshape the personal value belief of“inland”teachers.
