推普政策执行作为政策实施过程的关键环节,是制定推普政策的目的旨归与现实归宿。推普政策执行是一个兼具系统性、组织性、能动性的动态过程,始终坚持“以人民为中心”的价值取向。但在执行中,推普政策“空传”、多元主体“失落”、运行机制“破碎化”、信息技术“迟滞”等“碎片化”困境,阻碍了民族地区推普效益充分释放。在整体性治理理论观照下,为促进民族地区推普政策有效实施,应重塑推普价值理念,构建协同化执行主体,健全推普执行机制,推进信息技术融合。
