三湾改编对基层党组织建设的探索及其时代价值

The Exploration of Sanwan Reorganization to the Construction of the Party’s Grass-roots Organizations and Its Value of the Times

党的基层组织是党战斗力的基础,也是党长期执政的基础。秋收起义失败后,中国共产党领导下的人民军队面临着提升军队战斗力、保证党的领导权和加强基层党组织建设三大危机,三湾改编随之出现。在三湾改编中,中国共产党不仅积极探索出坚持党的绝对领导、发挥基层组织力量和重视党内民主建设的历史性经验,且深刻彰显出把政治建设摆在首位,以人民群众作为中心和将制度建设作为保障的时代价值。

The Party’s grass-roots organizations are the foundation of the Party’s combat power and the basis of its long-term governance.After the failure of the Autumn Harvest Uprising,the People’s Army under the leadership of the Communist Party of China(CPC)was faced with three major crises:enhancing the combat power of the army,ensuring the leadership of the Party and strengthening the construction of grass-roots Party organizations,which led to the emergence of the Sanwan Reorganization.In the Sanwan Reorganization,the CPC not only actively explored the historical experience of adhering to the absolute leadership of the Party,giving full play to the power of grass-roots organizations and attaching importance to the construction of internal Party democracy,but also profoundly demonstrated the values of the times of putting political construction in the first place,taking the people as the center and making institutional construction as the guarantee.
