生态环境分区管控视域下中国能源碳减排测度及路径 被引量:1

Measurement and Path of China's Energy Carbon Emission Reduction from the Perspective of Ecological Environment Zoning Regulation

摘要 “生态环境分区管控”是2022年第十三届全国人民代表大会第五次会议提出的重要方案。为使政府能够更加精准地从省域层面因地制宜推进碳达峰、碳中和的“双碳”战略,本研究通过灰色关联分析,遴选出能源消费碳排放量的主要影响指标,运用K-means空间聚类法从“面”上剖析了省域能源消费碳排放量的分布格局。为提高碳减排分区管控政策的适用性,本研究进一步聚焦“点”上,对经聚类后的5类省域能源消费碳排放量的影响程度进行了测度分析,实现了由“面”及“点”多维度揭示中国省域能源消费碳排放量的空间异质性,并提出了差异化的对策建议,以期为分区域推进“双碳”战略和促进经济高质量发展提供适宜的实现路径。 “Ecological Environment Zoning Regulation”is an important plan proposed by the Fifth Session of the 13th National People's Congress in 2022.In order to enable the government to more accurately achieve the“dual carbon”strategy of carbon peaking and carbon neutrality from the provincial level according to local conditions,this paper accurately selects the main influencing indicators of energy consumption carbon emissions through gray correlation analysis,and uses K-means spatial clustering method to analyze the distribution pattern of provincial energy consumption carbon emissions from the“surface”.In order to improve the applicability of Zoning regulation policies for carbon emission reduction,this paper further focuses on the impact of each indicator on the carbon emissions of five types of provincial energy consumption after clustering from the“point”.In the existence of spatial differences in various regions in China,this paper reveals the spatial differences of carbon emission of energy consumption in an all-round way from the“surface”to the“point”.In this way,it can provide a precise and appropriate realization path for the sub-region to promote the“dual carbon”strategy and promote high-quality economic development.
