Evaluation of Special Support Policies for Industrial Energy Conservation and Energy Management Contract Projects in Shanghai

通过对2017年-2021年间上海市工业节能技术改造、合同能源管理、高效电机等项目实施情况进行汇总分析,编制政策绩效评价指标体系对《上海市工业节能和合同能源管理项目专项扶持办法(2017版)》进行全面绩效评估,并结合国家和上海市在绿色低碳、碳达峰碳中和工作中提出的新要求,提出扶持办法修订完善建议。

By summarizing and analyzing the implementation of industrial energy saving technology renovation,contract energy management,and efficient motor projects in Shanghai from 2017 to 2021,a policy performance evaluation index system was developed to comprehensively evaluate the performance of the"Special Support Measures for Industrial Energy Conservation and Energy Management Contract Projects in Shanghai(2017 Edition)",and to take into account the new requirements proposed by the country and Shanghai in green,low carbon,carbon peaking and carbon neutrality work,propose suggestions for revising and improving support measures.
