产业结构调整评价指标体系研究——以滨江区域污染源为例

Study on Evaluation Index System of Industrial Structure Adjustment—Taking Pollution Source of Riverside Area as Example

滨江区域作为城市发展的重点核心区域,其产业结构调整与转型升级已成为城市更新及再开发的关键路径。以黄浦江滨江区域为例,按照上海市城市总体规划、浦江两岸区域发展规划、区域战略定位,从规划相容性、社会经济效益及环境资源效益分析三个层级为着手点,采用“红线指标—核心指标—拓展指标”组合方式,构建了污染源产业结构调整评价指标体系,提出了产业结构调整综合评价指数(Industrial Restructuring Evaluation Index,IREI);结合滨江区域工业企业、码头、堆场、仓储等各类固定污染源的现场调查,并对其综合绩效及产业结构调整需求进行了评价;以滨江区域现存的金属加工和食品加工企业为例开展案例分析,期望为未来滨江区域产业结构调整清单编制及产业转型升级等配套政策出台提供决策依据。

As the key core area of urban development,the adjustment and transformation and upgrading of the industrial structure of the riverside region has become the Critical path method of urban renewal and redevelopment.Taking the riverside area of Huangpu River as an example,in accordance with the overall urban planning of Shanghai,the regional development planning of the two banks of the Pujiang River,and the regional strategic positioning,starting from the three levels of planning compatibility,social and economic benefits,and environmental and resource benefits analysis,using the combination of"red line indicators,core indicators and expansion indicators",a pollution source industrial structure adjustment evaluation index system was constructed,and the Industrial Restructuring Evaluation Index(IREI)was proposed;Combined with the field survey of various stationary pollution sources such as industrial enterprises,docks,storage yards and warehouses in the riverside region,the comprehensive performance and the demand for industrial restructuring were evaluated;Take the existing metal processing and food processing enterprises in riverside region as an example to carry out case analysis,hoping to provide decision-making basis for the formulation of supporting policies such as the list of industrial structure adjustment and industrial involvement and upgrading in riverside region in the future.
