Theoretical Logic,Connotative Characteristics and Practical Direction of Ecological Priority Green and Low Carbon Development

党的二十大报告提出“推进生态优先、绿色低碳发展”,有其深刻的理论基础和逻辑基础。生态优先、绿色低碳发展是中国新时代绿色发展理念的思想结晶,是通向人与自然和谐共生的现代化的必由之路。该道路立足中国实际,具有中国特色,是一条生产发展、生活富裕、生态良好的文明发展道路。在分析理论逻辑和内涵特征的基础上,探讨推进生态优先、绿色低碳发展的实践向度:坚持以站在人与自然和谐共生的高度谋划经济社会发展为基本思路;以实现减污降碳协同增效作为经济社会全面绿色转型总抓手、积极稳妥推进碳达峰碳中和为基本路径;通过加快产业结构调整,推动能源转型变革,推进生态优先、绿色低碳发展。

The report of the 20th National Congress of the Communist Party of China proposes to promote ecological priority and green and low-carbon development,which has a profound theoretical and logical foundation.Ecological priority and green and low-carbon development are the crystallization of China’s green development concept in the new era,and are the only way to achieve harmonious coexistence and modernization between humans and nature.It is based on China’s actual situation and it has Chinese characteristics,and is a path of civilized development with production development,affluent life,and good ecology.Based on the analysis of theoretical logic and connotation characteristics,this paper explores the practical direction of promoting ecological priority green and low-carbon development.We should adhere to the basic idea of planning economic and social development from the perspective of harmonious coexistence between humans and nature.The two basic paths are to realize the synergy of pollution reduction and carbon reduction as the general starting point for the overall green transformation of the economy and society,and actively and steadily promote carbon peak carbon neutrality.By accelerating industrial restructuring and promoting energy transformation and transformation,China will promote ecological priority,green and low-carbon development.
