林业生态建设与保护投资对林业产业发展的影响

Influence of Forestry Ecological Construction and Protection Investment on the Development of Forestry Industry

基于1999—2018年中国林业省级面板数据,采用面板模型探究林业投资利用方式对林业产业发展的影响,并进一步考查市场化程度在其中的调节作用。研究发现:自年初累计完成投资促进了林业总产值和林业产业结构的优化,但抑制了林业产业发展效率的提升;其中,生态建设与保护投资仅对林业总产值有显著影响;在林业生态建设与保护类投资中,营造林抚育与森林质量提升、湿地保护与恢复投资对林业产业发展的影响与自年初累计完成投资保持一致,但野生动植物保护投资对林业产业发展产生了负向影响;此外,市场化程度的增强会弱化投资对产业发展的影响。营造林抚育与森林质量提升投资的作用会因投资来源不同产生异质性。在此基础上提出优化林业生态建设投资与促进林业产业发展的政策建议。

Based on the provincial panel data of China’s forestry from 1999 to 2018,the panel model is used to explore the impact of forestry investment and utilization on the development of forestry industry,and further examine the regulatory role of the degree of marketization.It is found that the cumulative investment completed since the beginning of the year has promoted the optimization of total forestry output value and forestry industrial structure,but restrained the improvement of forestry industry development efficiency;The investment in ecological construction and protection only has a significant impact on the total output value of forestry;In the investment of forestry ecological construction and protection,the impact of forest cultivation and forest quality improvement,wetland protection and restoration investment on the development of forestry industry is consistent with the accumulated investment since the beginning of the year,but the investment in wildlife protection has a negative impact on all indicators of forestry industry development;The stronger the degree of marketization,the weaker the negative adjustment of the impact of forestry investment on the relationship between forestry investment and industrial development;The level of social and economic development,factor resource endowment and national policy support also have varying degrees of impact on the development of forestry industry.The role of investment in forest cultivation and forest quality improvement will be heterogeneous due to different investment sources.On this basis,policy suggestions on optimizing investment in forestry ecological construction and promoting the development of forestry industry are put forward.
