长三角地区工业绿色发展效率研究

摘要 工业绿色发展对实现长三角地区高质量发展具有重要意义。采用DEA\|Malmquist模型,对2010~2019年长三角地区41个城市的工业绿色发展效率进行了测度。结果表明:长三角地区工业绿色发展效率整体水平不高,不同区域间差距明显。长三角地区工业绿色全要素生产率(TFPCH)和技术进步(TECHCH)整体呈上升状态,但是综合技术效率(EFFCH)整体呈下降走势。全要素生产率与技术进步率两者的趋势基本上一致但程度不同,技术进步在工业绿色发展中起着主导作用,只有提升工业绿色的技术进步率才能从根本上提升全要素生产率。为此,从4个方面提出了对策建议:优化投入要素配置,促进地区均衡发展;变革生产方式,提高工业绿色发展水平;加强区域间绿色发展协同,推动区域工业绿色发展;增加科研创新资源,强化工业企业在绿色发展中的地位。 Industrial green development is of great significance to the high-quality development of the Yangtze River Delta region.This paper uses the DEA-Malmquist model to measure the industrial green development efficiency of 41 cities in the Yangtze River Delta region from 2010 to 2019.The research shows that the overall level of industrial green development efficiency in the Yangtze River Delta region is not high,and the gap between different regions is obvious.The industrial green total factor productivity(TFPCH)and technological progress(TECHCH)in the Yangtze River Delta region are on the rise,but the overall technical efficiency(EFFCH)is on the decline.The trend of total factor productivity and technological progress rate is basically the same but the degree is different.Technological progress plays a leading role in industrial green development.The total factor productivity can be fundamentally improved by improving the rate of technological progress of industrial green.Finally,countermeasures and suggestions are put forward from four aspects:optimizing the allocation of input factors and promoting balanced regional development;changing production methods and improving the level of industrial green development;strengthening interregional green development coordination and promoting regional industrial green development;increasing scientific research and innovation resources and strengthening the position of industrial enterprises in green development.
