县级国家森林城市建设规划——以金沙县为例

Analysis of County-Level National Forest City Construction Planning——A Case Study of Jinsha County

森林对城市生态环境具有重要的支撑作用,其在美化城市环境、维持生态平衡、统筹城乡协调发展、促进城市可持续发展方面影响重大。随着国家不断革新国家森林城市顶层设计和评价标准,县级国家森林城市规划和建设工作逐渐深入开展,而国家森林城市总体规划的编制是森林城市创建工作顺利进行的根本保障。对金沙县森林城市建设总体规划进行了探讨,通过概述金沙县国家森林城市总体规划的布局、建设现状,分析了目前存在的问题、建设潜力及主要建设内容。构建了“一核、一带、两屏、多点”的金沙县国家森林城市建设县域总体布局。建城区绿地规划布局形成“一环三带、四河四区,千峰环林立,四水贯城流”的复合式结构。同时,对城市生态体系、产业体系、文化体系和支撑体系的建设进行了深入探讨,提出了行之有效的规划方案,为县级国家森林城市总体规划的编制提供理论指导和参考依据。

Forest city plays an important supporting role in urban ecological environment,which has far-reaching influence on beautifying urban environment,maintaining ecological balance,coordinating urban and rural coordinated development and promoting urban sustainable development.With the continuous innovation of the top-level design and evaluation criteria of national forest city,the planning and construction of national forest city at county level are gradually carried out,and the compilation of national forest city master plan is the fundamental guarantee for the smooth establishment of forest city.This paper discusses the overall planning of forest city construction in Jinsha County,summarizes the urban and rural planning layout and construction status of national forest city overall planning in Jinsha County,and analyzes the existing problems,construction potential and main construction contents.The overall layout of Jinsha County National Forest City Construction with"one core,one belt,two screens and multiple points"has been constructed.The planning and layout of urban green space will form a composite structure of"one ring,three belts,four rivers and four districts,thousands of peaks and rings,and four rivers running through the city".At the same time,the construction of urban ecological system,industrial system,cultural system and support system is deeply discussed,and effective schemes and plans are put forward.The aim is to provide theoretical guidance and reference for the compilation of county level national forest city master plan.
