“双碳”目标下大连新能源发电产业可持续发展的对策研究

摘要 我国在2020年明确提出碳达峰、碳中和目标,发展新能源发电产业是实现双碳目标的重要途径。文章以大连新能源发电产业可持续发展为研究对象,系统梳理了当前大连市发展新能源发电产业的必要性、优势以及核能发电、风力发电和太阳能发电等新能源发电产业现状,并对大连新能源发电产业可持续发展存在的问题进行了剖析,其中产业发展不均衡、科研投入不充足、融资机制不通畅、政策帮扶不充分等问题制约了新能源发电产业的发展。在双碳目标下,提出了做大优势产业,调整产业结构、加大科研投入,建立科技基地、拓展融资渠道,加强政策调节、实施规划建设,提供政策扶持等可持续发展的对策。该研究可为大连实现“双碳”目标和绿色可持续发展提供实施方案与借鉴。 China has clearly set the goal of achieving carbon peak and carbon neutrality by 2020,and developing the new energy power generation industry is an important way to achieve the double carbon goal.This paper takes the sustainable development of Dalian new energy power generation industry as the research object,this paper systematically sorted out the necessity and advantages of developing the new energy power generation industry in Dalian and the status quo of the new energy power generation industry,such as nuclear power generation,wind power generation and solar power generation,and analyzed the problems existing in the sustainable development of Dalian's new energy power generation industry.Among them,the development of new energy power generation industry is restricted by such problems as unbalanced industrial development,insufficient investment in scientific research,unimpeded financing mechanism and insufficient policy assistance.Under the double carbon goal,it puts forward sustainable development countermeasures such as expanding advantageous industries,adjusting industrial structure,increasing investment in scientific research,establishing science and technology bases,expanding financing channels,strengthening policy regulation,implementing planning and construction,and providing policy support.This study can provide implementation plan and reference for Dalian to realize the"double carbon"goal and green sustainable development.
