摘要 习近平总书记强调,人力资源是构建新发展格局的重要依托,要做到人尽其才、才尽其用,但近年来,考编的热度居高不下,不利于合理配置人力资源,并且严重阻碍人力资本产出效率。利用2021年中国社会状况调查数据,基于体制内外工作者的比较分析来说明现行劳动力资源配置存在的问题,从经济学视角探析青年人热衷“体制内”这种择业观背后的原因。研究认为,提高体制外就业的质量和福利保障是纾解“考编热”的有力抓手,因此要切实抓好企业与职工间的工资集体协商制度,通过推动产业结构调整优化、数字产业化与产业数字化协同发展来优化就业质量,创造良好、更公平的求职就业环境。 Human resources are an important support for building a new development pattern,and it is necessary to make the best use of everyone’s talent.However,in recent years,the popularity of recruitment has been high,which is not conducive to the rational allocation of human capital resources and seriously hinders the efficiency of human capital output.Based on the data of Chinese Social Survey in 2021,this paper explains the existing problems in the allocation of labor resources based on the comparative analysis of workers inside and outside public institutions,and explores the reasons behind the phenomenon of young people’s enthusiasm for public institutions of career choice from the perspective of economics.According to the research,improving the quality and welfare guarantee of employment outside public institutions is a powerful way to alleviate public institutions examination craze.Therefore,it is necessary to effectively grasp the collective wage negotiation system between enterprises and workers,optimize the employment quality by promoting the adjustment and optimization of industrial structure,digital industrialization and industrial digital coordinated development,and create a good and fairer environment for job hunting and employment.
