云南省国家卫生应急队先遣队地震灾害应急演练的实施与思考

The implementation and thinking of the emergency exercise of the commando for the emergency of earthquake disaster

目的通过以大地震灾害为背景的专项应急演练,提升先遣队快速机动、专业处置和自我保障能力。方法根据演练方案,组织先遣队开展实战演练,设置野外生存、现场自救互救、营地建设、通讯保障、卫生状况与需求快速评估、水质检测、应急决策及风险沟通等考核环节,锻炼队伍并发现薄弱环节。结果本次演练接近实战,队伍按时按质完成各科目演练;队员野外生存能力和队伍在极端条件下的卫生应急能力得到提升;同时探索了自然灾害卫生应急新模式。结论实战演练提高了队伍卫生应急能力,针对暴露出的问题,需开展相应措施加以改进。

Objective To enhance the commando's ability of rapid mobility,professional disposal and self-protection through special emergency drills against the background of major earthquake disasters.Methods According to the exercise plan,the commando was organized to carry out actual exercises,and assessment links such as field survival,on-site self-rescue and mutual rescue,camp construction,communication support,rapid assessment of health conditions and needs,water quality testing,emergency decision-making and risk communication were set up,so as to train the team and find weak links.Results This emergency exercise was close to the actual battle,and the team completed the emergency exercise of each subject on time and quality;The team's ability to survive in the wild and the team's health emergency response capability under extreme conditions were improved;At the same time,a new model of natural disaster health emergency response was explored.Conclusion Emergency exercise have improved the team's health emergency response capability,and emergency exercises have improved the team's health emergency response capability,but at the same time some problems have been exposed,and targeted measures need to be carried out to improve the problems exposed.
