摘要
国家大力发展铁水联运既能为港口提供高效的集疏运服务支撑、支持港口功能向内陆延伸,又能推动运输结构调整、扩大铁路货运增量。通过阐述联运总量较低、区域发展不均衡和服务客户面窄等长三角铁水联运发展现状,从路港园连通、港站作业能力、路港通道能力瓶颈、联运“仅运未联”和运输安全标准差异等方面,剖析发展制约因素,提出倡导生态物流理念、提升联运基础能力、创新发展经营模式、强化标准推动协同高效、打通联运信息壁垒等长三角铁水联运发展对策,有利于加快推动区域铁水联运快速发展,也有利于铁路扩大运输增量成果。
The vigorous development of rail-water intermodal transport in China can not only provide efficient collection and distribution service support for ports and support the extension of port functions to inland but also promote the adjustment of transportation structure and expand the increment of railway freight transport.By expounding on the development status of rail-water intermodal transport in Yangtze River Delta,such as the low total amount of intermodal transport,unbalanced regional development,and narrow customer service,this paper analyzed the development constraints from the aspects of road-portpark connectivity,port-station operation capacity,bottleneck of road-port channel capacity,transportation without connection,and differences in transportation safety standards,and it put forward development countermeasures of rail-water intermodal transport in Yangtze River Delta,such as advocating ecological logistics concept,improving the basic capacity of intermodal transport,innovating development business model,strengthening standards to promote synergy and efficiency,and opening up intermodal information barriers,which are conducive to accelerating the development of regional rail-water intermodal transport and the expansion of railway transportation increment.
