珠江河口综合治理规划实施评估及修编建议

Evaluations on implementation of plan for comprehensive governance of the Pearl River Estuary and suggestions for its revision

2010年国务院批准实施的《珠江河口综合治理规划》规划水平年为2020年,现已到期。采用现场调查、统计分析、遥感影像、数学模型等多种手段,对规划方案实施情况和效果进行综合评估。结果表明,规划实施后,河口河势总体稳定,口门泄洪能力提升,岸线滩涂保护得力,水生态环境持续向好,河口管理规范有序。立足国家战略建设要求,从河势控导、洪潮灾害防御、岸线滩涂与水资源保护、智慧河口管理等方面对规划修编提出建议。

The year 2020 is the target year of the plan for comprehensive governance of the Pearl River Estuary approved by the State Council in 2010,which has now expired.A comprehensive evaluation of the plan’s implementation and effectiveness was conducted using various methods such as on-site investigation,statistical analysis,remote sensing imagery,and mathematical models.The results show that after the plan’s implementation,the overall stability of the estuary’s river regime has improved,flood discharge capacity at the estuary has increased,shoreline mudflat protection is effective,the water ecological environment continues to improve,and estuary management is orderly.Based on national strategic construction requirements,suggestions for the plan’s revision are proposed,including river regime control and direction,flood and tide disaster prevention,shoreline mudflat and water resources conservation,and smart estuary management.
