陕西非常规水源利用问题及对策研究

Research on unconventional water resources utilization issues and strategies in Shaanxi Province

陕西省水资源供需矛盾突出,非常规水源利用不足。估算了陕西省非常规水源利用工程能力及供用量,分析了制约非常规水源开发利用的问题,提出了再生水、雨(洪)水、微咸水及矿井疏干水等4种非常规水源利用的工程对策,并从政策法规、机制体制、技术创新、资金保障、队伍建设、宣传示范6个方面提出了提高非常规水源利用率的管理对策,为缓解我国北方地区水资源短缺提供借鉴。

Shaanxi Province is faced with a prominent contradiction between water supply and demand,resulting in insufficient utilization of unconventional water resources.This study estimates the engineering capacity and supply of unconventional water resources utilization in Shaanxi Province and analyzes the constraints on the development and utilization of these resources.Four engineering strategies for utilizing unconventional water resources are proposed,including reclaimed water,rainwater(including floods),brackish water,and mine drainage water.Additionally,management strategies are formulated from six perspectives:policies and regulations,institutional mechanisms,technological innovation,financial security,team construction,and promotion and demonstration.These strategies provide valuable insights for addressing the water resource scarcity in northern China.
