Strategies for the Construction and Optimization of the International Chinese Dissemination System in the Perspective of the WSR System Methodology

中文国际传播体系是一个综合复杂的非线性动态系统,变量多元且复杂,对其构建需要运用系统思维和解决复杂性问题的办法。文章运用WSR(物理-事理-人理)方法论,提出基于“物理”维度的由传播内容、渠道和环境组成的静态系统,基于“事理”维度的由传播动机、理念和方式组成的动态系统,以及基于“人理”维度的由传播主体、受众和接受度组成的能动系统。鉴于中文国际传播是双向互动的,进一步提出了生产性要素子系统和接受性表现子系统。静态系统是基础,动态系统是保障,能动系统是关键,生产性要素系统控制引导信息的传播,接受性表现系统反作用于生产性要素系统。各级系统相互联系、相互作用共同构成中文国际传播体系。此外,文章还具体阐释了各子系统的要素、功能及作用关系,并就体系运行提出顶层管理、中层协同、基层操作和潜层制约与补给的4层运行机制。最后,基于当前中文国际传播体系有效运行存在的问题,就系统的兼容性和整体效果,提出WSR三维优化策略,即以数字技术赋能为支撑,创新中文国际传播的内容生产;以多元渠道传播为载体,激发中文国际传播的矩阵效能;以体系机制协同为牵引,增强中文国际传播的共生合力;以解决供需矛盾为导向,改进中文国际传播的总体布局;以受众心理需求为轴心,提升中文国际传播的接受能力;以人才队伍建设为基础,巩固中文国际传播的发展根基,以期为中文国际传播的顶层设计提供参考思路。

The international Chinese dissemination system is a comprehensive and complex non-linear dynamic system with multiple and complex variables,and its construction requires the use of systems thinking and solutions to complex problems.This paper adopts the WSR(Wuli-Shili-Renli)system methodology,which embodies systems thinking and complex problem-solving methods,and proposes a static system consisting of the communication content,channels and environment based on the“Wuli”dimension,a dynamic system consisting of the communication motives,concepts and methods based on the“Shili”dimension,and an active system consisting of communication subjects,objects and receptivity based on the“Renli”dimension.The static system is the foundation,the dynamic system is the guarantee,and the active system is the key.The productive element system controls and guides the dissemination of information,the receptive performance system reacts to the productive element system,and the systems at all levels are interconnected and interact with each other to form the international Chinese dissemination system.In addition,this paper also specifically explains the elements,functions and linkage relationships of each subsystem,and proposes a four-level operation mechanism composed of the top-level management,middle-level coordination,grassroots operation and latent-level constraints and replenishment for the operation of this system.Finally,with a consideration of the problems concerning the effective operation of the current international Chinese dissemination system,and the compatibility and overall effectiveness of the system,this paper proposes the WSR three-dimensional optimization strategy of to innovate the content production of international Chinese dissemination with the support of digital technology;to stimulate the matrix effectiveness of international Chinese dissemination with the carrier of multi-channel communication;to enhance the symbiotic synergy of international Chinese dissemination with the traction of the system and the mechanism;to improve the overall layout of international Chinese dissemination with the guidance of solving the contradiction between supply and demand;to enhance the receptivity of international Chinese dissemination focusing on the psychological needs of the audience;to strengthen the foundation of the development of international Chinese dissemination based on the training of the talented people,with a view to shedding some light on the top-level design of international Chinese dissemination.
