The Development of Whole-Process People's Democracy and the Theoretical Exploration of Democratic Administrative Law

党的二十大报告强调论述了发展全过程人民民主的重大命题,它在新时代背景下体现了中国式现代化的本质要求,蕴含了行政法治民主化的基本要义;应当在习近平法治思想和全过程民主理念指引下,健全完善体现行政民主精神的行政法治原则体系和行政法律制度体系,探索运用民主行政法理论深入和扎实地推进依法行政,多要素和全过程地建设民主型法治政府,不断提升政府治理的民主法治化水平,逐步实现中国式法治现代化。

The Report to the 2Oth National Congress of the CPC emphasized the major proposition of developing whole-process people's democracy,which embodies the essential requirements of Chinese path to modernization in the new era,and contains the basic essence of the democratization of administrative rule of law.Under the guidance of Xi Jinping's thought on rule of law and the concept of whole-process democracy,we should improve the system of administrative rule of law principles and administrative legal system reflecting the spirit of administrative democracy,explore the use of democratic administrative law theory to promote legal administration in depth and solidly,build a democratic rule of law government in a multi-factor and whole-process manner,continuously enhance the level of democracy and rule of law in government governance,and gradually realize the modernization of Chinese-style administrative rule of law.
