依托单位对国家自然科学基金项目申请书形式审查的信息化探索

An Informational Exploration Toward Format Inspection of the Project Application Forms to National Natural Science Foundation of China by the Host Institution

以天津大学在国家自然科学基金申请管理工作实际中遇到的问题为例,对项目受理中形式审查工作进行归纳分析,运用信息化手段设计并研发了集人力资源测算分析、申请书批量重命名和形式审查等功能于一体的国家自然科学基金申请管理系统,实现了申请书的自动形式审查,有效提升了工作效率和审查的准确性,极大减少了依托单位管理人员的工作量,并为项目申请人提供了更充足的时间提升申请书内在质量。

By taking the practical problems encountered by Tianjin University in the application management of National Natural Science Foundation of China(NSFC)as an example,we designed and developed an NSFC application management system to inspect format of proposals.This system integrates the functions of human resource calculation and analysis,batch renaming of applications,and formal inspection,which enables automatic format checking of proposals by summarizing and analyzing the format requirements of the projects that we represent.The system effectively improves the work efficiency and the accuracy of the document inspection,while greatly reducing the workload of the host institute managers and providing more sufficient time for the project applicants to improve the intrinsic quality of their proposals.
