基于空间治理视角的国土空间总体规划评估与维护机制探讨

Discussion on the Evaluation and Maintenance Mechanisms of Territorial Spatial Master Planning Based on the Perspective of Space Governance

文章立足空间治理改革要求,认为规划评估与维护的根本价值在于搭建一个面向多部门、多主体的开放式协商架构。通过梳理发展规划及原空间类规划的评估与维护机制,强调国土空间总体规划评估与维护机制须延续原有空间类规划中良性的评估与维护机制,并与发展规划充分衔接,提出构建国土空间总体规划评估与维护两大机制的思路和体系优化建议,评估机制强调“多规”衔接、多维分析和有效反馈,建立“常规评估+专项评估”的基本架构;维护机制强调刚弹结合、交互调适和平台支撑,实施调整、修改和修编三种方式。

Based on the requirements of space governance reform,this paper argues that the fundamental value of urban planning evaluation and maintenance lies in building an open negotiation architecture for multi-department and multi-agent.By reviewing the evaluation and maintenance mechanisms of development planning and original master planning,the paper emphasizes that the evaluation and maintenance mechanisms of territorial spatial master planning should continue the benign evaluation and maintenance mechanisms of the original master planning,and be fully connected with the development planning.The paper puts forward the ideas and system optimization suggestions for constructing two major mechanisms,namely,evaluation and maintenance mechanisms for territorial spatial master planning.The evaluation mechanism emphasizes the connection of multi-planning,multi-dimensional analysis and effective feedback,and establishes the basic structure of routine evaluation plus special evaluation.The maintenance mechanism emphasizes the combination of rigidity and flexibility,interactive adjustment and platform support,and implements three methods of adjustment,modification and revision.
