江苏省医务社会工作发展的政策动力、困境及对策

The Policy Motivation,Dilemma and Countermeasures of the Development of Medical Social Work in Jiangsu Province

发展医务社会工作是贯彻落实健康中国战略的具体体现,是改善医疗服务、彰显医学人文、促进医患和谐的务实举措,是“生物-心理-社会”现代医学模式的必然要求。在国家及地方相关政策的驱动下,江苏省医务社会工作经过近几年的发展,在理论和实务方面均取得了一定的成效,但仍然存在政策不完善、岗位设置及人员配备不足、用人机制不健全、知晓率及可及性低、院内外资源联动机制不完善等困境。因此,要加强政策创制,优化发展环境;健全用人机制,促进专业化职业化发展;加大宣传力度,拓宽服务渠道;完善院内外资源联动机制及供需对接机制,进一步推动医务社会工作高质量发展,提升社会健康福祉。

The development of medical social work is the concrete embodiment of the implementation of the healthy China strategy,a practical measure to improve medical services,highlight medical humanities,and promote doctor-patient harmony,and an inevitable requirement of the"bio-psycho-social"modern medical model.Driven by the relevant national and local policies,the medical social work in Jiangsu Province has achieved certain results in theory and practice after the development in recent years,but there are still some difficulties such as imperfect policies,inadequate post setting and staffing,imperfect employment mechanism,low awareness and accessibility,and imperfect linkage mechanism of resources inside and outside the hospital.Therefore,we should strengthen policy creation and optimize the development environment.Improve the employment mechanism and promote the professional development.Increase publicity and broaden service channels.Improve the resource linkage mechanism and supply and demand docking mechanism inside and outside the hospital,further promote the high-quality development of medical and social work,and improve social health and well-being.
