Evaluation of Technical Post Evaluation System for Senior Health Professionals in a Province

本研究对某省新出台实施的卫生系列高级专业技术职务评审体系文件进行梳理,对比过去的评审方式和评审标准,指出评价新体系在评审形式、评审条件、评审方式的创新,同时指出该体系存在着以下3个方面的问题:“工作经历与能力”评价指标有待进一步优化,医疗卫生机构自主评审工作有待进一步推进,职称评审社会参与程度较低。对该省卫生专业技术人员高级职称评审机制与方法的改进与优化提出以下几点建议:坚持以分类评价为导向,注重实施分类评价体系;进一步配套相关政策,共同推进医院自主评审与政府组织评审的发展与完善;强化专业导向、调整管理权限,提高评审社会化程度,以期为后续相关研究、政策制定提供参考依据。

The study sorts out the newly issued and implemented documents of the health series senior professional and technical job evaluation system in a province,compares the past evaluation methods and standards,and points out the innovation in the evaluation form,evaluation conditions,and evaluation method of the new evaluation system.At the same time,it points out that there are three problems in the system:the"work experience and ability"evaluation indicators need to be further optimized,the independent evaluation of medical and health institutions needs to be further promoted,and the degree of social participation in the evaluation of professional titles is relatively low.The following suggestions are put forward for the improvement and optimization of the evaluation mechanism and methods for senior professional titles of health professionals in the province:adhere to the guidance of classified evaluation,pay attention to the implementation of a classified evaluation system;further supporting relevant policies to jointly promote the development and improvement of hospital independent evaluation and government organized evaluation,strengthen professional orientation,adjust management authority,and improve the socialization of evaluation,in order to provide reference for subsequent related research and policy formulation.
