空间再造:乡村振兴背景下农村人居环境治理的实践逻辑及优化路径

Spatial Reconstruction:The Practice Logic and Optimization Path of Rural Habitat Environment Governance in the Context of Rural Revitalization

当前,乡村振兴行动的重要方向之一是农村环境治理空间体系的再造和赋能,以期打造具有包容性和公共性的治理行动机制,以及再造环境治理的实践空间、社会空间与文化空间。以X村具体的乡村环境治理进程为个案,探索农村人居环境空间再造的核心逻辑,揭示微观物理空间形态与居民环境治理行动的交互影响。农村人居环境治理空间再造的逻辑包括实践空间的标准化重构、社会空间的关系重塑和文化空间的价值重构。空间再造对于推动农村人居环境整治具有积极作用,但在实践中也面临困境,即存在环境治理实践空间设计的前瞻性不足、农村空间文化体验性的缺位和农村治理空间设计的“去在地化”等问题。因此,需要结合地方实际,激活环境空间中的内生性动力,促进村庄地域的“活化”;唤醒环境空间中的乡村文明与记忆,推动文化资本的“修复”;确立环境空间中的乡村治理秩序,推进制度的重构。

At present,one of the important directions of rural revitalization is the reconstruction and empowerment of the spatial system in rural environmental governance.It aims to establish governance mechanisms that are inclusive and public,while also reconstructing the practice space,social space,and cultural space within environmental governance actions.Taking the specific case of changes in the process of rural environmental governance,this study sheds light on the core logic of spatial reconstruction in rural habitat environment governance and reveals the intertwined influence between micro-physical spatial forms and residents’environmental governance actions.The logic of spatial reconstruction in rural habitat environment governance includes the standardized reconstruction of practice space,the reshaping of social space relationships,and the revaluation of cultural space.Spatial reconstruction plays a positive role in promoting rural habitat environment improvement,but there are practical challenges,such as the lack of forward-looking practice space design in environmental governance,the absence of rural spatial cultural experiences,and the“de-localization”in the rural governance space design.Therefore,it is necessary to promote the“activation”of rural village regions by taking into account into local realities and activating endogenous dynamics in environmental space,to facilitate the“restoration”of cultural capital by awakening rural civilization and memory in the environmental space,and to drive institutional reconstruction by establishing a rural governance order in the environmental space.
