强化基层党组织领导力是新时代全面推进乡村振兴的关键之举。一方面,基层党组织要始终保持党同人民群众的血肉联系,在践行群众路线中提升领导能力;另一方面,乡村振兴中基层党组织的主要任务是推动乡村的产业、人才、文化、生态和组织全面振兴,要通过激发农民群众内生动力合力推进乡村振兴。依据乡村振兴中农村基层党组织发挥作用的方式,领导力强化模式可归纳为内生驱动型、党群互动型和学习提升型。其中,内生驱动型强化模式是有效增强基层党组织领导力的关键核心,党群互动型强化模式是增强基层党组织领导力要坚持的基本立场,学习提升型强化模式是基层党组织领导力持续提升的根本保障。三种强化模式相互配合、相辅相成,共同助力乡村基层党组织领导力的强化。新时代新征程,强化乡村振兴中基层党组织领导力,要加强政治建设,进一步增强党对乡村工作的全面领导;加大财政支持,多渠道保障乡村基层党建工作经费;创新党建方式,全方位提升乡村治理水平;完善制度机制,常态化推进党建引领乡村全面振兴。

Strengthening the leadership of primary-level Party organizations is a key move to comprehensively promote rural revitalization in the new era.On one hand,primary-level Party organizations should always maintain the flesh-and-blood connection between the Party and the people and enhance their leadership ability in practicing the mass line.On the other hand,the main task of primary-level Party organizations in rural revitalization is to promote the comprehensive revitalization of rural industries,talents,culture,ecology and organizations,and to promote rural revitalization by stimulating the endogenous power of the farmers.According to the way rural primary-level Party organizations play a role in rural revitalization,the leadership strengthening mode can be summarized as endogenous-driven,Party-group interaction and learning-improvement type.Among them,the endogenously driven reinforcement mode is the key factor to effectively enhance the leadership of primary-level Party organizations,the interactive reinforcement mode is the basic position to be adhered to in order to enhance the leadership of primary-level Party organizations,and the learning and enhancing reinforcement mode is the fundamental guarantee for the continuous enhancement of the leadership of primary-level Party organizations.The three modes of strengthening complement each other and help strengthen the leadership of primary-level Party organizations in rural areas.To strengthen the leadership of primary-level Party organizations in rural revitalization in the new era and new journey,it is necessary to strengthen political construction and further enhance the overall leadership of the Party in rural work,increase financial support and guarantee the funding for rural primary-level Party construction work through multiple channels,innovate the Party construction mode and enhance the level of leading and driving rural governance in all aspects,improve the institutional mechanism and promote Party construction to lead rural revitalization in a comprehensive manner on a regular basis.
