情感动员与韧性提升:不确定性风险下城市社区治理的行动逻辑——基于上海市L社区的考察与分析

Emotional Mobilization and Resilience Enhancement:The Action Logic of Urban Community Governance under Uncertainty Risk--Investigation and Analysis Based on Community L in Shanghai

现代性的“自反”引致人类社会的不确定性风险频繁涌现。全球疫情、气候变暖、自然灾害等风险与技术滥用、恐怖主义以及国家间冲突甚至战争等风险的融合使得人类社会越来越陷入一种高度不可感知性和深度复杂性的境遇中。作为城市社会的基础单元,社区亟需形成动静相宜、张弛有度的韧性治理模式方能应对不确定性风险的挑战。然而,传统的城市社区治理依然遵循“刚性”的逻辑理路,屡陷于“工具—价值”与“结构—功能”的重层张力之中,梗阻着韧性社区的高阶进化。考察上海市L社区的治理实践发现,理性化的政策动员模式易错配“制度—生活”的供求关系,一定程度上制约了治理参与的活力。情感动员则另辟蹊径地揭示了合作导向行为的发生机制,通过“情感认同—情感支持—情感能量”的逻辑链条,构建以工具理性与价值理性融通为特征的社区治理体系。情感动员塑造了一个公共精神充盈、公共秩序有序和行动能力适配的社区共同体,为社区韧性提升提供了组织和行动基础。

The“reflexivity”of modernity leads to frequent emergence of uncertainty risks in human society.The integration of risks such as global pandemics,climate change,natural disasters,and emerging risks such as technology abuse,terrorism,and conflicts and even wars between countries has led human society to increasingly fall into a highly imperceptible and complex situation.As the fundamental unit of urban society,communities urgently need to form a resilient governance model that is“dynamic and static”and“flexible and flexible”in order to cope with the challenges of uncertain risks.However,traditional urban community governance still follows the logical path of rigidity,often trapped in the tension of“tool-value”and“structure-function”,obstructing the high-level evolution of resilient communities.Examining the governance practice of community L in Shanghai,it was found that the rational policy mobilization model is prone to mismatch with the supply and demand relationship of system life,limiting the vitality of governance participation.Emotional mobilization reveals the mechanism of cooperation oriented behavior in a new way.Through the logical chain of“emotional identification-emotional support-emotional energy”,it builds a community governance system characterized by the integration of tool rationality and value rationality.Emotional mobilization has shaped a community that is filled with public spirit,orderly in public order,and adaptable in action capabilities,providing an organizational and operational foundation for enhancing community resilience.
