新时期,法治是实现国家治理现代化的基本底色,推进网络舆情治理法治化是加强网络内容建设、构建网上网下一体主流舆论格局的必然要求,具有以法治精神塑造网络空间规则意识的价值内涵,承继党管媒体与依法管网新闻舆论工作基本准则的理论意蕴。技术异化遮蔽主流价值、突发事件舆论斗争激烈、涉言论网络行为侵权表现为网络空间舆情乱象的典型形态,迫切需要在尊重法律规范、法治秩序的基础上围绕基本法理进行综合治理。在坚持党的领导与依法治理的有机统一的治理导向下,从明晰多元主体法律责任关系、优化法治治理机制、培育良好法治生态三个方面着手,构建缜密完善的网络舆情法治化治理机制,从而建设具有强大凝聚力和引领力的网络主流意识形态。

In the new era,the rule of law is the basic background to realize the modernization of national governance.Promoting the rule of law in the governance of network public opinion is the inevitable requirement to strengthen the construction of network content and construct the mainstream public opinion pattern of the integration of network and offline.It has the value connotation of shaping the rule consciousness of network space with the spirit of rule of law,and inherits the basic principles of the party's management of media and the work of news and public opinion according to law.Technology alienation obscures the mainstream value,the public opinion struggle in emergencies is fierce,and the infringement of speech related network behavior is a typical form of public opinion chaos in cyberspace.It is urgent to carry out comprehensive governance around the basic legal principles on the basis of respecting the legal norms and the rule of law.Under the guidance of adhering to the organic unity of the partys leadership and governance according to law,we should start from three aspects:clarifying the legal responsibility relationship of multiple subjects,optimizing the governance mechanism of the rule of law,and cultivating a good legal ecology,so as to build a meticulous and perfect network public opinion governance mechanism of the rule of law,so as to build a strong cohesion and leading network mainstream ideology.
