青藏地区农村小规模学校高质量发展的意蕴、现实困境与突围路径

摘要 青藏地区农村小规模学校是青藏地区教育现代化推进的重要抓手,是青藏地区乡村振兴的战略支撑,也是青藏地区高质量人才储备的基础保障。青藏地区农村小规模学校高质量发展是青藏地区经济社会高质量发展的基石,其高质量发展意蕴以服务青藏地区社会高质量发展为核心,以铸牢青藏地区各民族中华民族共同体意识为支撑,以教育生态由外源驱动转向内生动力为纽带。然而,青藏地区农村小规模学校仍存在教师资源结构性短缺、教育需求侧环境亚健康、教育供给侧体系待完善等现实困境。基于此,应从加强师资队伍建设、着力教育资源配置优质公平、优化教育生态环境和提高教育内生动力等方面促进青藏地区农村小规模学校高质量发展,实现青藏地区基础教育优质均衡发展。 Small-scale rural schools in Tibet are an important step in promoting the modernization of education in the region,a strategic support for the revitalization of rural areas in Tibet,and a basic guarantee for high-quality talent reserves in the region.The high quality development of rural small-scale schools is the cornerstone of the high quality development of the economy and society in Qinghai-Tibet.The high quality development of rural small-scale schools is to serve the high quality development of the society in Qinghai-Tibet.It is supported by a strong sense of community among all ethnic groups in Qinghai-Tibet.Education ecology from external drive to internal power as a link.However,small-scale schools in rural areas in Qinghai-Tibet still have a structural shortage of teacher resources,a sub-healthy environment on the education demand side,and a supply-side education system to be improved.Based on this,we should strengthen the construction of teachers,focus on the allocation of high-quality and fair educational resources,optimize the ecological environment of education and improve the internal power of education to promote the high-quality development of rural small-scale schools in Qinghai-Tibet,and realize the quality and balance of basic education in Qinghai-Tibet.
