数字技术赋能乡村建设的实践、困境与优化路径——基于安徽省砀山县的数字乡村建设实践

On the Practice,Dilemma and Optimizing Principles of Rural Construction Empowered by Digital Technology:Based on the Practice of Digital Village Construction in Dangshan County,Anhui Province

数字乡村建设方兴未艾,数字技术赋能作为乡村振兴的核心亟需更多关注。文章从技术、意识和目的三个方面界定了数字技术赋能的基本内涵,并阐释了其价值意蕴。砀山县的数字乡村实践表明,数字技术赋能推动乡村全面振兴,统筹协调全面发展;推动弱势群体就业,巩固脱贫攻坚成果;推动数字基础建设,缩小城乡数字鸿沟。但依然存在数字理念薄弱,要素支持缺位,人口状态错位,数字素养不足的问题。为解决这一问题,在数字技术赋能乡村建设的过程中应当:强化数字理念,内化数字思维;贯彻因地制宜,完善要素支持;坚持教育为本,优化人才环境;弥合数字鸿沟,提升数字素养。

The construction of digital villages is in the ascendant,and digital technology empowerment,as the core of rural revitalization,urgently needs more attention.This paper defined the basic connotation of digital technology empowerment from three aspects of technology,awareness and purpose,and explained its value implication.The practice of digital villages in Dangshan county showed that digital technology empowerment could promote the overall revitalization of the countryside,coordinate overall development,enhance the employment of vulnerable groups,consolidate the achievements of poverty alleviation,promote the construction of digital infrastructure and narrow the urban-rural digital divide.However,there are still problems such as weak digital concepts,lack of vital support,dislocation of population status,and insufficient digital literacy.In order to solve these problems,in the process of empowering rural construction with digital technology,it is necessary to strengthen digital concepts and internalize digital thinking,implement measures adapted to local conditions and improve factor support,adhere to education-oriented and optimize the talent environment,bridge the digital divide and improve digital literacy.
