摘要
开会是政府惯常的运作模式,但常被作为“形式主义”而遭受批评。公共管理学界也甚少研究会议。本文关注会议的杠杆效应,探讨开会与政府职能运转的理论联系,认为会议是嵌入政府履职实践的一种重要技术。X区工作会议的案例研究表明,会议通过权责匹配、动员促发、协同共担、评价控制等四个机制来撬动政府职能运行的车轮,激活“三定”方案中的政府(部门)职责,推动其进行创造性执行,进而提高政府履职效能。会议背后蕴含着政府职能运转的三重逻辑:虚实相生、选择匹配和修复优化。会议的研究有助于深入透视科层制中权力的协调、冲突的解决与信息机制,从而提升科层制运转的效率。
Meeting is the usual operation mode of government,but it is criticized as"formalism".There is also very few meeting research in public administration.This paper focuses on the leverage effect of meeting,discusses the theoretical connection between meeting and government function operation,holds that meeting is an important technology embedded in government function working.The case study of the working meetings in District X shows that the meeting leverages the wheels of government function working through four mechanisms,including power and responsibility matching,mobilization and promotion,collaborative sharing and evaluation control.It also activates the government functions and enabli them to be creatively executed,thereby improving the effeciency of government performance.The meeting contains the three logic of government functions:virtual and real,selection and matching,repair and optimization.The study of the meetings is helpful for the in-depth perspective of the coordination of power,conflict resolution and information mechanism in the bureaucracy,so as to improve the efficiency of the bureaucracy operation.
