Research on the Application of Market Comparison Approach to Valuation on Sea Area——A Case Study of Open Marine Aquaculture

在推进海域有偿使用,建立健全海域使用权流转市场机制,探索养殖用海市场化配置,建立完善海洋资源价值核算体系的宏观环境下,海域使用权市场价格评估的作用尤为重要。本文通过研究市场比较法在养殖用海价格评估实务中遇到的问题,得出比较案例选取、价格内涵统一及影响因素、评估基准日等修正缺乏客观标准是导致市场比较法不确定性的重要原因。结合海域自身特点针对性提出解决思路,以期降低市场比较法不确定性对评估结果可信度的影响,提高评估结果的准确性,为养殖用海及海域评估工作提供一些借鉴,助力海洋资源的市场化配置及海洋资源资产价值量核算研究。

Sea area price evaluation is particularly important in the macro environment of promoting paid use of sea areas,establishing a sound market mechanism for the transfer of maritime rights,exploring the marketoriented allocation of marine aquaculture and establish a sound accounting system for the value of Marine resources.By studying the problems encountered by market comparison approach in the practice of marine aquaculture sea price evaluation,we concludes that the lack of objective standards in the selection of comparison property,unification of price connotation,correction of trading day and so on,are the important reasons leading to the uncertainty propagation of market comparison approach.Based on the characteristics of the sea area,this paper puts forward solutions in order to reduce the impact of the uncertainty propagation of the market comparison approach on the credibility of the evaluation results,improve the accuracy of the evaluation results,provide references for the evaluation of sea area price,promote the market-oriented allocation of marine resources and the calculation of the value of marine resource asset.
