基于供给侧改革破解“入园难”“入园贵”问题的区域实践探索——以长春市二道区为例

摘要 优质学前教育资源供给不足是困扰人民群众的教育痛点。面对这一问题,党和政府迅速调整政策,强力推进学前教育的普及。二道区作为长春市的老城区,在历史上受城市空间布局和产业功能影响,学前教育发展相对滞后,基础较为薄弱,“入园难”“入园贵”等民生问题较为尖锐。创新性实施区域学前教育供给侧改革,从扩大有效供给、完善供给机制、提高供给质量三方面入手,集中破解“入园难”“入园贵”的区域民生难题,取得了重要的阶段性成果和突破。 The shortage of high-quality preschool education resources has become an educational pain point troubling the people.Faced with this problem,the Party and the government quickly adjusted the policies to forcefully promote the popularization of preschool education.As an old urban area of Changchun,Erdao District has been affected by the urban spatial layout and industrial functions in history.Its development of preschool education is relatively lagging behind,and the foundation is relatively weak,which leads to the acute livelihood problems of"difficulty to enter kindergartens"and""high cost of kindergarten admission".Erdao District innovatively implemented the supply-side reform of regional preschool education,and concentrated on solving the regional livelihood problems of"difficulty to enter kindergartens"and"high cost of kindergarten admission'from the three aspects of expanding effective supply,perfecting supply mechanism and improving supply quality,which got important phased achievements and breakthroughs.
