韩国外国留学生教育政策演变与启示

The Evolution and Enlightenment of Education Policy for Foreign Students in ROK

韩国进入21世纪之后确定了“教育强国”战略。随着低出生率和教育服务贸易赤字日益严重,韩国政府为了提升本国国际竞争力,加快了留学生教育政策改革的步伐,在取得巨大成就的同时,也遭受了一些挫折。韩国外国留学生教育政策从20世纪60年代开始,分别经历了起步阶段、探索阶段、高速发展阶段、质量化管理阶段、平衡化发展阶段五个阶段,这一过程中积累了一定经验和教训。特别是,在明确外国留学生的价值和意义、确立外国留学生整体性培养体系、加强宏观层面政策的可执行性、制定具有针对性的留学生特色政策等方面具有重要的启示意义。

After entering the 21st century,ROK decided on the strategy of""education power".With a low birth rate and a growing trade deficit in education services,the ROK government is speeding up its reform of education policies for overseas students in order to enhance its international competitiveness,it has made great achievements but also suffered some setbacks.Since the 1960s,the education policy of foreign students in ROK has respectively gone through five stages,namely the initial stage,the exploration stage,the high speed development stage,the quality management stage and the balanced development stage.In this process,some successful experiences and lessons have been accumulated.In particular,to clarify the value and significance of foreign students,establish a holistic training system for foreign students,strengthening the implementation of policies at the macro level,the formulation of specific policies for foreign students has important implications for the formulation and implementation of policies for foreign students.
