水资源供需矛盾日益显著,推广先进的节水技术和增强用水者的节水意识势在必行。大部分的农业灌溉方式粗放,农民节水意识没有转变,还停留在大水漫灌的观念,造成水资源供需紧张、地下水严重超采等问题。且农业灌溉用水价格低于运行维护成本,难以保障农田水利工程良性运行,不利于农业灌溉节约用水。为提高农民的节水意识,提高农业灌溉用水效率和效益,政府出台相关政策对农业水价综合改革工作作出安排部署,充分建立健全农业水价改革机制,促进农业节水和农业可持续发展。
