基于政策文献量化的我国低碳制度演变规律研究 被引量:1

摘要 从关注气候变化问题以来,我国颁布过多项促进节能减排、污染防治的低碳政策,深入推动低碳制度建设。为科学认知我国低碳制度的演进趋势,综合运用内容分析法和概括总结法等分析方法,整理并量化分析我国关于低碳制度内容相关的199份政策文件,探究不同制度时期背景下,我国低碳政策阶段性特征与内在演进规律。研究结果显示,在低碳制度演变过程中,低碳环保相关的政策强度呈现总体递增的趋势,阶段性变化特征显著;政策主题范围扩张的同时,政策主题的中心内容呈现一定稳定性,其演变规律表现为从不均衡到趋于均衡。 Since paying attention to climate change,China has issued a number of low-carbon policies on energy conservation,emission reduction and pollution prevention,which promoted the construction of low-carbon system and reflects the government's determination to environmental protection.In order to scientifically understand the evolution trend of China's low-carbon system,we comprehensively used the analysis methods of content analysis,literature measurement and summary to search,sorted out and quantitatively analyzed 199 policy documents related to the content of China's low-carbon system,explored the Phased Evolution Characteristics of China's low-carbon policy under the background of different system periods,and revealed its internal evolution laws.The research results show that,firstly in the process of the evolution of low-carbon system,the policy intensity related to low-carbon environmental protection presents an increasing trend in general,and the phase change characteristics are significant.Secondly,while the scope of the policy theme expands,the central content of the policy theme presents a certain stability,and its evolution law is from disequilibrium to equilibrium.
