高校科技创新政策文本研究——基于政策工具和科技创新链二维视角

A Textual Study on University Science and Technology Innovation Policy——Based on the Two-dimensional Perspective of Policy Tools and s&T Innovation Chain

高校科技创新是推动社会经济发展、提高社会效能的重要驱动力与原动力。通过构建政策工具和科技创新链二维分析框架,以安徽、河南、江苏、浙江四省近5年出台的高校科技创新政策为数据样本,分析现存高校科研政策在供给型、环境型、需求型政策工具的使用特点,结合现实情境得出其存在政策工具使用不协调、科技成果产业化和市场化不足、微观科技政策缺乏、四省政策工具应用存在差异的结论,并据此提出相应的对策建议,以促进高校科技创新政策的完善及合理推进。

Scientific and technological innovation in colleges and universities is an important driving force and primary force to promote social and economic development and improve social efficiency.This study constructs a two-dimensional analysis framework of policy tools and science and technology innovation chain,and takes the university science and technology innovation policies issued in Anhui,Henan,Jiangsu and Zhejiang in recent five years as data samples to analyze the characteristics of the existing university research policies in the use of supply-oriented,environment-oriented and demand-oriented policy tools.According to the actual situation,it is concluded that there are disharmony in the use of policy tools,insufficient industrialization and marketization of scientific and technological achievements,lack of micro science and technology policies,and differences in the application of policy tools in the four provinces.The corresponding countermeasures and suggestions are put forward to promote the perfection and rational advancement of university science and technology innovation policies.
