基本经济制度是制度的制度,反映某一社会经济基本性质和本质特征。中国特色社会主义基本经济制度从追求“单一公有制”演进为“三位一体”制度体系,即所有制结构+收入分配制度+资源配置体制,这是国家在恪守科学社会主义制度价值本质前提下,立足于初级阶段基本国情,在长期探索和实践中渐次形成的。其中始终遵循着“不变”与“变”的演进逻辑:“不变”的制度内核是“公有制”“按劳分配”“社会主义制度”等,而在“不变”中引入“变”的制度因子是“非公有制经济”“按要素分配”“市场经济”等。这种“不变”与“变”的演进逻辑促使了各种制度优势的聚合与叠加,造就了世所罕见的经济快速发展奇迹。同样,新发展阶段需要继续坚持问题导向,并以系统思维和正义理念进行高质量制度供给,为高质量发展提供坚实的制度体系支撑。
