海南知识产权质押融资风险管理研究

摘要 在海南实施创新驱动发展战略和科技强省战略的政策导向下,知识产权质押融资是助力企业“知产”变“资产”的重要途径。2014年以来,海南陆续出台相关政策,知识产权质押融资工作取得明显成效。通过分析知识产权质押融资的运作流程、风险影响因素及形成机理,构建基于熵值-VIKOR法的风险评价模型,并从外部环境、企业资信、知识产权和中介机构4个维度构建风险评价体系,测算科技型中小企业的知识产权质押融资风险。风险防范路径有发挥政府引导和支持作用,完善风险分担机制;提高企业资信水平,加强知识产权运营管理;完善中介服务体系,发挥金融科技力量;健全知识产权交易市场,促进知识产权规范交易。 Under the policy guidance of implementing the innovation-driven development strategy and the strong science and technology province strategy in Hainan Province,intellectual property pledge financing is an important way for enterprises to transform their“intellectual property”into“assets”.Since 2014,Hainan Province has successively issued relevant policies,and achieved significant results in the work of intellectual property pledge financing.By analyzing the operational process,risk influencing factors,and formation mechanism of the intellectual property pledge financing,an evaluation model based on Entropy value-VIKOR method is constructed,and a risk evaluation system is constructed from four dimensions,namely external environment,enterprise credit,intellectual property and intermediary institutions,to measure the intellectual property pledge financing risk of SMEs.The path of risk prevention is as follows,it should give full play to the role of government guidance and support,and improve the risk sharing mechanism;Improve the credit level of enterprises and strengthen the operation and management of intellectual property;Improve the intermediary service system and leverage the power of financial technology;Improve the intellectual property trading market and promote the standardized transactions of intellectual property.
