Evaluation Model and Recommendation Method for Automobile Group Standards

建立汽车行业团体标准评估模型和推荐方法,有利于更好地开展团体标准服务工作,对于提高团体标准规范性、逐步建立团体标准优胜劣汰的良好机制以及有效甄别和选拔高质量团体标准具有重要作用。本文所建立的团体标准评估模型围绕制定主体资质评价、制定过程评价、团体标准的编制质量、标准推广情况、标准执行情况和标准的实施状况等六个指标展开,并对指标进行3级分解,通过对多维度客观数据的采集及整理分析,选取模糊综合评价模型作为研究模型对团体标准进行综合评价,最终评价结果以综合评分和单项指标评分的形式输出。

The establishment of evaluation model and recommendation method of automobile industry group standard is conducive to better carrying out group standard service work,and plays an important role in improving the standardization of group standard,gradually es-tablishing a good mechanism of group standard survival of the fittest and effectively screening and selecting high-quality group standard.The group standard evaluation model established in this paper focuses on six indexes,including the qualification evaluation of the formula-tion subject,the evaluation of the formulation process,the compilation quality of the group standard,the promotion of the standard,the implementation of the standard and the implementation of the standard,and carries out a three-level decomposition of the index.Through the collection,sorting and analysis of multi-dimensional objective data,the fuzzy comprehensive evaluation model is selected as the re-search model for the comprehensive evaluation of group standards,and the final evaluation results are output in the form of comprehensive score and single index score.
