新时代少数民族高等教育制度与民族文化的增能效应——基于“甘肃省省列藏区专项计划”的考察

摘要 甘肃省自2016年起在普通高校招生计划中增设“省列藏区专项计划”,这是“十三五”期间甘肃省政府贯彻落实教育部关于加强对口支援西藏教育工作精神的重要举措。文章以“甘肃省省列藏区专项计划”的演变特点为切入点,通过结构和文化的视角梳理藏族学生教育获得的归因理论,并结合近年来该计划所录取的大学生的教育成效分析民族教育政策与民族文化为他们的教育带来的制度增能和文化增能效应。由此提示,必须树立中华民族共同体意识,确保“省列藏区专项计划”教育政策的长期性和民族性,必须坚持和遵循民族高等教育的战略性和科学性。 Since 2016 the enrollments of universities in Gansu province have added a special item plan for Tibetan areas.This important enrolling institution is order to implement the spirit of Ministry of Education on partner assistance to Tibet during the 13th Five-Year Plan.This article regards evolution characteristics of“Gan⁃Su Provincial special item plan for Tibetan areas”as the breakthrough point.Attribution theory about Tibetan ed⁃ucational attainment is concerned with structural and cultural viewpoints.In addition,combined with the educa⁃tional performance in recent years of“Provincial special item plan for Tibetan areas”,we gained the basic experi⁃ence that institutional empowerment and cultural empowerment have derived from education policy and ethnic culture.Moreover,this article contains some enlightenments.we must build the consciousness of the Chinese na⁃tional community.We must establish the long-term and nationality of“Provincial special item plan for Tibetan areas”.Simultaneously,we need adhere to the strategic and scientific nature of national higher education.
