张謇在推进实业救国、教育救国的实践中,通过学习和比较,清醒地认识到当时中国与西方在政治制度、法律体系方面的差别,他在不同时期的相关实践中逐步形成了独具特色的法治观。张謇在国家层面推进政治立宪,在社会治理层面推行经济立法,在事业管理层面订章程、立规约。张謇的法治观及相关实践不仅顺应了近代社会的发展,对当前的依法治国、依法管理仍具有启示作用。

In his practice of saving the nation through education as well by engaging in industry,ZHANG Jiangained a clear understanding of the differences in political and legal systems between China and the Westthrough learning and comparison. He gradually formed a unique outlook on the rule of law in his relevantpractices at different times,which was reflected in three dimensions including promoting politicalconstitutionalism at national level,introducing economic legislation at the level of social governance,andformulating regulations at the level of business management. Not only does this outlook and its practices conformto the development of modern society,but they also offer great inspiration for the law-based governance andmanagement at present.
